As you know well that due to full efforts of AAA (Central Committee), Rs. 4600 grade pay (from 1-1-2006) for Announcers,
has been implemented. It was signed by the ADG Sri G.Jayalal. Friends, now also Sri Jayalal ji is kind enough to put forward
our case of Rs 5400 gp as 2nd MACP to the Director General and of course with fitment benefit. I recently went
to Delhi and came to know of this. The letter below is a copy for your information only.

Report on Welcome Meeting of 10 approved Associations in Prasar Bharati


AAA Gen. Secretary M.Chandrasekhar attended the meeting today. The meeting has concluded very successfully.

Somebody is spreading the rumour that the
issue of Announcers is settled and fixation has been done; but this is not
true. The fact is: on the 28th March 2013 one of the Board Members
raised Announcers issue in the Board meeting. Earlier also same thing happened.
We, from our association, requested Mrs. Mamata Shankar Ji, Brigadier Utpal
Bhattacharya Ji and Mr. Bisaria Ji to raise our issue in the Board meeting and
they did raise the issue. Now also the Hon’ble Member raised our issue. We
request our friends not to be confused. The General Secretary, M. Chandrasekhar
of AAA, is ready to rush to Delhi whenever he is called upon. Let’s be united
and fight against any evil aspect because Announcers are deprived and we shall
not allow anybody to play nasty game with the fate of Announcers. Long live AAA. ________________________________________________________________________________________________________
RN: Message The need for
increasing the age limits for casual Announcers/Comperes/ Anchors/Presenters on
assignment basis has been engaging the attention of
this Directorate in view of the problems being faced by the
stations. In a meeting taken by
Director General on 27/04/2012 & 28/04/2012, the subject was discussed at
length and it was decided that with Immediate effect, the maximum age limit for
audition at the entry level in respect of Announcers/ Anchors Presenters
Comperes for Special / General Audience Programmes
only is relaxed up to 50 years, instead of 35 years as at present. However,
there is no
change in other requisite qualification laid down for the
purpose. This relaxation in
age does not apply to Youth and Child comperes.
This issue with the
approval of DG: All India Radio.

7.1.8. Functions and Responsiblities of Different Categories of Artists
i) Announcers/Comperes. a) To write announcements and broadcast them and to play back recordings of music and other programmes while announcing
them. b) To write presentation
scripts for special programmes of music, including the selection of records, etc. c) To reply to listeners letters. d) To fill
in the fault reports, log books, etc. for the transmissions in which they are on duty. e) To take part occassionally in features, plays, special audience programmes etc. f) Occasionally to read scripts, commentaries, short stories, etc. written by staff or outsiders, to help and present
programmes for special audiences. g) Compereing of
various categories of programmes. h) To maintain registers
and Index relating to the special programme activity. i) Any other duties which

New Fee Structure Announced A decision to revise the existing fee structure has been taken with
a view to rationalise payment to artistes and to attract the best available talent to AIR broadcasts. This new fee structure
will come into force w.e.f. 01.01.2013, except in the case of Sports programmes. As per revised fee structure,
a provision has been made for a 10 per cent increment over the basic fee, every year to artistes.
This increment will be given on 01st January, every year, to all artistes. The decision to this effect may be taken
at the Station level with the approval of Regional ADGs. Regarding all Sports Programmes and events, a separate fee structure
is being finalised and will be issued shortly after due approval from Prasar Bharati. Till then, the existing fee structure
shall be in force. AIR Stations are expected to make all necessary efforts to improve the quality of programmes, keeping in
mind the revised fee structure.

PRASAR BHARATI LOST RS.4,224 CR IN LAST 3 YEARS
The public broadcaster Prasar Bharati has been running into losses for years and it has now attained alarming proportion.
In a reply to a question in the Rajya Sabha, the minister for state of information and broadcasting S Jagathrakshakan told
the house that since 2009, the public broadcaster has made losses to the tune of Rs 4,224.55 crore. The minister argued that
that the Prasar Bharati being a public-service broadcaster could not be guided by commercial motives, though the government
had constituted a Group of Ministers (GoM) to look into its functioning.
To bridge the ever-increasing deficit, the GoM, which looked into the financial, employee and administrative issues of
Prasar Bharati, made recommendations that the government should extend financial assistance to the Prasar Bharati from non-plan
funds to meet its salary-related expenses from 2011-12 to 2015-16. Apart from this the other recommendations of GoM are that
the accumulated arrears of space segment and spectrum charges of Prasar Bharati should be waived off up to May 2011. The GoM
in its report has also asked that the interests that have been accrued on the loans provided by the government to the Prasar
Bharati should be waived off.
In the year 2009-10, Prasar Bharati incurred a cost of Rs 2,682.80 crore, while it earned only Rs 1,176.26 crore, thus
earning a loss of Rs 1,506.54 crore. The losses in the subsequent years were Rs 1,236.76 crore in 2010-11 and Rs 1,481.25
crore in 2011-12.

Casual Announcers in AIR
Casual Announcers in AIR are mostly distraught the way they are handled. Many of them give
the best part of their life in the hope that someday they might get an opportunity to be be absorbed in the organization on
a permanent basis. Sadly, this does not happen always. Many of them perform their assignments with great devotion and their
love for the intrinsic nature of the job. Ironically, it has been observed that after years of casual service, once absorbed
as permanent staff, many among them tend to become just the opposite. Unfortunate but true. Anyway, they definitely
need a better handling with a humane approach. Here is an order that might be some help. A copy of the same order can be obtained

Subject :- Booking of Retired officials on Casual assignment basis.
In view of the shortage of qualified staff, it has been decided as an interim
measure to engage retired personnel from IIS, NRT, PEX. Production Staff and Announcers for a maximum period of 29 days in
a month on casual assignment basis as and when required for programmes and until further orders.
The person engaged shall be entitled to fee for the day of assignment booking
as prescribed vide Memo No 15/6/2005-P-1 (Pt-IV) Dated 22.09.2008 and Memo No 15/6/2005-P-1 (Pt-IV) Dated 23.03.2009.
All other casuals who have already attained the age which is over and above
the maximum age required for Government Service, may also be engaged for periods up to maximum of 29 days in a month on existing
fee structure for assignments, depending upon programme requirements.
It may be ensured that the assignment to an individual in the categories mentioned
above does not exceed 29 days in a month, under any circumstances.

UPSC & SSC REFUSES TO SET UP RECRUITMENT BOARDS FOR PRASAR BHARATI
UPSC and SSC have both refused to select for a non-Governmental organization, thus creating a
new problem for the Ministry/Prasar Bharati. While deploring the situation on finalisation of recruitment rules and setting
up of Recruitment Board leading from worse to worst scenario, the Committee said it "fails to understand how DD and AIR can
work effectively without filling the critical vacancies." It wanted its concerns to be adequately conveyed to the respective
Ministries. Meanwhile, the Ministry should also finalise the strategy to fill the vacancies on a fast track basis so that
the recruitment commences immediately when the Recruitment Board and Recruitment Rules are in place so as to enable Prasar
Bharati to fill up the vacancies within the shortest possible timeframe.

CRISIS ON FUNDING TO PRASAR BHARATI
The Information and Broadcasting Ministry has refused to release grants for the fiscal year 2012-2013
as audited accounts have not emerged from Prasar Bharati for the past two years, according to The Economic Times. India's
public broadcaster Prasar Bharati may run out of money for operational costs and salaries in two months time, after a long
running accounting spat has led the government to hold back funding. The disagreement between two senior executives over the
accounts for fiscal 2009-2010 raged for over a year before the appointment of Shri Sircar in February 2012. The battle has
involved court proceedings and allegations of corruption.

I & B MINISTRY GETS ALLOCATION OF RS.2,737.32 CR IN BUDGET
The Information and Broadcasting Ministry saw an increase of 5 per cent in its
budgetary allocation for fiscal 2012-13, with Finance Minister Pranab Mukherjee allocating it Rs 2,737.32 crore as against
the last year's Rs 2,604.78 crore. The state broadcaster would be a major beneficiary of the amount marked for the I&B
Ministry as grant-in-aid of Prasar Bharati have been assigned at Rs 1,574.37 crore. In the last fiscal, Rs 1,574.01 had been
spent by Prasar Bharati. The grant-in-aid is being provided to cover the gap in resources of Prasar Bharati in meeting
its revenue expenditure. The Budget also marks another Rs 401 crore for Prasar Bharati under the head 'Investments in
Public Enterprises' in the Plan category. In addition, another Rs 400 crore is also earmarked under the same head for Prasar
Bharati under the non-Plan category. The Budget document explains that this amount under the head 'Investments in Public
Enterprises' is a loan being provided to Prasar Bharati to finance its capital expenditure.

Improving presentation qualities of Doordarshan and All India Radio and filling up of key vacancies are
the top priorities of new Prasar Bharati CEO Jawhar Sircar, who assumed office on Wednesday 22/2/2012. Sircar, who was Secretary,
Ministry of Culture, before joining the Prasar Bharati, spoke about his priorities while interacting with reporters here.
He said though the news content and reach of Doordarshan and AIR were remarkable, the presentation standards were not up to
the mark. "Presentation is an area where we need to give attention ....," he said, adding, "We are high on content and could
improve upon presentation of content." Sircar said he needed time to understand why presentation was not up to competitive
standards. Another area he would pay attention to was staff-related issues, he said, and asked his colleagues to move ahead
in a positive direction "My only appeal to my colleagues is that we have gone through a tough phase and now it is time to
look positively," he said. Referring to unfilled posts, he said, "I have been told that there are nearly 14,000 vacancies
if you take the original sanction" and added that a task force had re-evaluated the number of critical posts to be filled
up immediately.

Recognition Matter
In view of the
notice issued by ADG Sri Jayalal dated (22.11.2011) regarding recognition of Association, AIR Kolkata announcers have decided
not to let this opportunity pass by. Hence, they have decided to register Announcers Association in Kolkata at the earliest
and will upload the requisite form inviting membership all over India for the same. A minimum of 35% of the total staff (Announcers)
strength is required for recognition. This process has to be completed as early as possible. Please post your comments by

The reply to Rakesh Bhasin's RTI clearly shows that the Ministry is aware that the merger is yet to
be implemented, hence has directed Member PB & DG: AIR to look into the matter urgently and take appropriate
action so that the grievances regarding the above are addressd immediately.

The salient features:
1. The upgraded pay scales granted to 11 categories vide order dated 25.2.199 may
be withdrawn.
2. It is recommended...their (11 categories) basic pay may be protected till their next
promotion/retirement whichever is earlier.
3. No pay recovery would be made.
4. Stagnating Cadres can be taken care of by cadre restructuring and better cadre management
without altering the pay scales.

*point 2 may mean
that a promtion will be in fact a demotion & post retirement benefits will be on the basis of the pay scales admissible
prior to 25.2.1999.
Bottomline:
1. Claims/gossip of PAY-PARITY & CADRE RESTRUCTURING with
upgaraded pay scales has been finally busted! It is like a wisp of smoke, vanishing in thin air!! Announcers now
have to satisfy themselves with the MACP they have been granted. East Zone has not yet got the MACP order as
of date [28.7.2011].
2. The only conern should be now of the impending Recruitment Rules & Service
Condiotions of Prasar Bharati.

With reference to RTI Cell UO No.3 (203)/2008-RTI dated 13th October, 2008, the applicant may be
informed that..
1) Entry pay in revised pay structure for direct recruit/appointed on or after 1.1.2006 as
contained in Section 2, Part-A of CCS(RR rules, 2008 has been finalized in accordance with Pay Commissions recommendations
contained in Para 2.2.22 multiplication factor 1.74 (modified to 1.86 by the Government) recommended by the Commission
was for fixation of the pay of existing employees in the revised structure as on 1.1.2006.New grade pay and Pay Bands with
respective entry pay for such grade pay in the Pay Band has been approved by the Government for direct recruits joining the
Government on or after 1.1.2006.
2) As per 6th CPC, s Report, as accepted by the Government, the pre-revised scales of Rs.5000-8000,
Rs.5500-9000 and Rs.6500-10500 have been granted the identical revised Pay Band of PB-2 (Rs.9300-34800) with Grade Pay of
Rs.4600. This is in accordance with recommendations of the 6th Pay Commission.
3) This issues with the approval of Director(IC).

Changes in Prasar Bharti Act: GOM goes for a review

A Committee of four joint secretaries has been
formed who have put some recommendations on disparity in pay scales of Prasar Bharati employees, which is
to be placed before the Group of Ministers (GOM) dealing with the pubcaster(public broadcaster)
for further recommendations and action.
A proposal for amending Prasar Bharati (Broadcasting
Corporation of India) Act 1990 has also been formulated by the Information and Broadcasting Ministry and the GOM
is expected to meet shortly to discuss and review the possible amendments to the Prasar Bharati Act 1990.
Speaking
on this issue I&B Minister, Ambika Soni commented that the ministry had made recommendations to the GOM
regarding amendment of the provisions of the Prasar Bharati Act and had planned to submit it to the GOM,
which would benefit the organization in coming times.
The Committees for studying the amendments to the Act and the
pay scale anomalies had been taken up by the GoM headed by P Chidambaram in June last year.
